Charles R. McClure Presents at the New America Foundation Workshop: Defining and Measuring Meaningful Broadband Adoption

Charles R. McClure, Phd, Francis Eppes Professor and Director of the Florida State University Information Use Management and Policy Institute gave an invited presentation for the New America Foundationworkshop held in Washington D.C., on Defining and Measuring Meaningful Broadband Adoption April 11, 2012.  Slides for the presentation can be found here.

The presentation was based on the paper, “Practical Approaches and Proposed Strategies for Measuring Selected Aspects of Community Based Broadband Deployment and Use,” which was co-authored with doctoral students Lisandra R. Carmichael and Lauren H. Mandel, and Information Institute Research Associate, Marcia A. Mardis, EdD.  The paper will be published in the International Journal of Communication.

The presentation was based on previous work completed at the Information Institute conducting broadband needs assessment for the North Florida Broadband Authority (NFBA) and the Florida Rural Broadband Alliance (FRBA) – for which the NFBA final report and the FRBA fourth interim report are available on the Information Institute’s website.

McClure noted that based on the NFBA and FRBA research conducted by the Information Institute, they intend to move forward with a field test of a Broadband Readiness Index (assessing the degree to which a community anchor institution is “ready” to use high-speed broadband), a Community-Based Broadband Planning process, and a selection of community-based broadband impacts and outcomes measures.
